I have the honor to acknowledge the receipt of your letter of the 12th instant enclosing a copy of a letter from the Foreign Office, on the subject of my half salary as Auditor.

I. Hammond states that Lord John Russell does not at present see any sufficient reason for making my case an exception to the rule applicable to the Attorney and Surveyor General of Hong Kong.

But it does not appear that the cases are similar. The Attorney General and the Surveyor General held Colonial appointments with fixed salaries, previous to the Foreign Office requiring their services.

It was found, however, that legal advice was needed in Consular cases, and that the services of an architect were frequently necessary in building the different Consulates.

The Attorney and Surveyor General being located in Hong Kong, it was deemed expedient to retain their professional services, and these being in addition to their ordinary Official duties were necessarily paid for.
